Top's China Restaurant is a delightful surprise tucked away in the University Shoppes! 🍜 The casual atmosphere is complemented by friendly service, perfect for a quick bite or a family dinner.

I've indulged in their crab Rangoon, known as the best in Virginia Beach, and it did not disappoint - crispy and bursting with flavor! The curry beef, though a bit hit-or-miss in previous reviews, was solid during my visit.
