Penn Restaurant & Carryout is a little gem tucked away in Baltimore! 🌟 The cozy atmosphere can get busy, which adds to its charm but can make navigating entry a tad tricky. Yet, it’s worth it!

The staff are incredibly warm and friendly, making you feel right at home. I especially love their beef stroganoff - it's a must-try! Every visit, I leave satisfied with hefty portions and delicious comfort food. Their breakfast options never disappoint either!
